The official CLB to IELTS table — and the band most people get wrong

IRCC does not talk in IELTS bands. It talks in Canadian Language Benchmarks, and it publishes the conversion. Read your own band scores against this table before you decide whether you qualify.

CLB 7 does not mean band 7.0

This is the most common and most expensive misreading of the table. CLB 7 is band 6.0 in each of the four skills, not band 7.0. If you are preparing for 7.0 across the board when your programme only requires CLB 7, you are aiming a full band higher than you need.

The Listening column is the other trap. Because CLB 7 Listening is 6.0 and CLB 8 Listening jumps to 7.5, a Listening band of 6.5 or 7.0 still counts only as CLB 7. Listening is the one skill where the gap between levels is this wide, and it changes how you should split your study time.

Two rules that get applications rejected

Which IELTS	“You must take the IELTS General Training option.” The Academic test is not accepted for permanent residence.
One Skill Retake	“We don’t accept IELTS One Skill Retake for Express Entry.” A retaken single section will not be counted.

Minimum IELTS Requirements by PR Program

Federal Skilled Worker Program (FSWP)

The FSWP is the most common way for skilled workers outside Canada to immigrate. To even be considered for the pool, you have to meet the minimum language requirements.

Minimum Requirement: 7 for all 4 language abilities.

Equivalent to IELTS: 6.0 for Listening, 6.0 for Reading, 6.0 for Writing, 6.0 for Speaking.

If you have a 5.5 or lower in one of the categories, you are not eligible for FSWP, no matter how well you did in the other categories.

Canadian Experience Class (CEC)

The CEC is for individuals with at least one year of skilled work experience in Canada. The IELTS requirement depends on the “TEER” (Training, Education, Experience, and Responsibilities) level of your job:

• TEER 0 or 1 (Management/Professional): Requires CLB 7 (IELTS 6.0 in all modules).
• TEER 2 or 3 (Technical/Skilled Trades): Requires CLB 5 (IELTS Listening 5.0, Reading 4.0, Writing 5.0, Speaking 5.0).

Federal Skilled Trades Program (FSTP)

This category is for qualified tradespeople such as construction workers and maintenance workers. The language requirements for this category have the least barriers for the applicant.

• Speaking & Listening: CLB 5 (IELTS 5.0 each).
• Reading: CLB 4 (IELTS 3.5).
• Writing: CLB 4 (IELTS 4.0).

Provincial Nominee Programs (PNP)

The requirements for Provincial Nominee Programs vary greatly. There is no such thing as an ‘IELTS minimum’ for all PNP programs. Every province and territory has its own requirements for its streams.  

Express Entry-Aligned (Enhanced) Streams: Generally require a minimum of a CLB 7 for alignment with federal requirements.

Non-Express Entry (Base) Streams:  Lower language proficiency requirements (CLB 4 or 5) are common for in-demand occupations and semi-skilled labor.

The “Magic 8777” Strategy: Why CLB 9 is the Real Goal

For most Express Entry applicants, the actual IELTS goal is simply not “passing the minimum.” The actual goal is to achieve a CLB 9. This is because a CLB 9 is equivalent to an IELTS General Test result of 8.0 in listening, 7.0 in reading, 7.0 in writing, and 7.0 in speaking. This is according to the language equivalency table provided by the Immigration Refugees and Citizenship Canada (IRCC), which indicates that these band results correspond to a CLB 9 for all four language abilities. 

Why is a CLB 9 so important? This is important because it is the level at which the Canadian immigration system will reward you exponentially. The language abilities will be considered twice in the Comprehensive Ranking System (CRS): first as part of the direct language ability component of the Comprehensive Ranking System, and again as part of the skill transferability component.

Breaking Down the 8-7-7-7 Score

If we follow the official IELTS-to-CLB conversion table provided by Immigration, Refugees, and Citizenship Canada, then CLB 7 is 6.0 in each of the four bands, CLB 8 is 7.5 listening and 6.5 in each of the other three, and CLB 9 is, of course, 8.0 listening, 7.0 in each of the other three, as we’ve discussed previously. 

Once you reach CLB 9, each of the first official language abilities in the Federal Skilled Worker scoring grid earns 31 CRS points per ability for an applicant without a spouse (CLB 10 or higher earns 34), and CLB 9 reaches the top tier of skill transferability.

That means 8777 is not a random internet myth. It is the exact score profile that crosses one of the most important thresholds in Canada’s immigration system. And because IRCC requires IELTS General Training for Express Entry, these targets have to be achieved on the General test, not the Academic version.

The CRS Point Explosion

The biggest reason for pursuing a CLB 9 is the potential for a CRS explosion in the skill transferability category. In education combinations, for example, IRCC provides a maximum of 50 points, as does foreign work experience combinations. 

In foreign work experience, for example, if a candidate has 3 years or more of foreign work experience, they are eligible for 25 points if they have a CLB 7+ with one ability under 9, and 50 points if they have a CLB 9 or more in all four abilities. This is a huge difference in points for a relatively minor improvement in language ability.

In other words, that is why a candidate with 6.5s and 7.5s may appear to be “close,” yet still does not receive a large number of points, whereas a candidate who improves their language ability by one more band will have a significantly stronger CRS result. This is the same for education-related combinations, where IRCC provides a positive rating for good/strong language ability in addition to a post-secondary education.

So while the minimum language requirement may get you into the system, CLB 9 is often the score that makes you competitive. For many applicants, 8777 is where Express Entry stops being just “eligible” and starts becoming genuinely strategic.

Most candidates are stuck between a 6.5 in one of the sections, which makes them unable to attain the required CLB level.

The Writing Trap

Can I use an old IELTS score?

Only if it is still valid on the dates that matter. For Express Entry, your IELTS results must be less than 2 years old both when you create your profile and when you submit your PR application; if they have expired by the time you apply, IRCC will refuse the application.

Does Canada accept IELTS One Skill Retake?

For Express Entry, no. IRCC says you must take IELTS General Training, and it explicitly states that IELTS One Skill Retake is not accepted for Express Entry.

How many CRS points is IELTS 7.0 worth?

There is no single answer, because CRS points depend on which skill got 7.0, whether you have a spouse, and whether those scores unlock skill transferability points. Under IRCC’s IELTS-to-CLB table for the Federal Skilled Worker grid, 7.0 in speaking, reading, or writing equals CLB 9, which is worth 31 CRS points per ability for an applicant without a spouse, while 7.0 in listening equals only CLB 8 (23 points); listening needs 8.0 for CLB 9. That is why “all 7.0” is not the same as the “8777” CLB 9 profile that can trigger much bigger CRS gains.

Do I need an overall band score or minimum scores in each IELTS skill?

Canada PR looks at each skill separately, not just your overall band. IRCC sets minimum language levels in all 4 abilities including speaking, listening, reading, and writing, and your eligibility depends on meeting the required threshold in each one. So a high overall band does not help if one individual skill is below the program minimum.

How long are IELTS results valid for Canada PR?

For Express Entry, IELTS results are valid only while they are under 2 years old. They must still be valid when you enter the pool and again when you submit your permanent residence application. If they expire before submission, you need to retake the test or apply before the expiry date.

Can I combine two IELTS TRFs for Canada PR?

No, Canada PR does not let you “mix and match” skills from two IELTS reports for Express Entry. IRCC instructs applicants to enter the results from an approved language test as a single set of scores for the four abilities, and it separately states that One Skill Retake is not accepted for Express Entry. In practice, that means you should use one valid test report, not combine the best bands from multiple TRFs.
